Based on the facts and photograph that uploaded It appears that you have developed either a staphylococcal infection of hair follicle or Infected Sebaceous Cyst on the shaft of your penis .
I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Since how long you have noticed this sewlling to be on your shaft .
If it has developed since very recently then it is infected hair follicle (Boil)
However if it has been there since a long time of months or since year it is sebaceous cyst which got infected now .
Treatment remains the same in either case .
You need to take broad spectrum antibiotic like Cefotaxime along with anti inflammatory drug like Diclofenac twice daily.
If does not subside within 10 days of treatment you will need to consult qualified General Surgeon and get it incised and drained or removed in Totto as the case may be ,
