What you have described seems to be Melasma.Though a photograph might have helped more.
As you may be knowing by now the causes,
1.Exposure to sun
2.Hormonal changes.
3.Lotions and creams used in skin.
You have been given frozen treatment seems to be right, but I think you could not avoid do not do after the treatment.That is exposure to sun mainly, though once you have it, the recurrence is very common.
It may not be psoriasis so anti psoriasis creams may not work.But still if you can name a few I will be in better position to advice you on those lines.
By now you must have understood that Melasma is very difficult to treat, but still, we will give it a try once you post me a photograph and name of drugs used.

Melasma can be red to begin with in many cases and most of the time its color changes to brown or black.
Some time it remains red because of local application of medicated creams.
As for as by your description and your doctors treatment I make a provisional diagnosis of melasma.
Reasons I have already mentioned, you can try few of the following local applications.
1.Hydroquinone cream
2.Tretinoin cream
3.Topical steroids
Or you can use combination of these after discussing with your doctor.
If all these treatment fails then dermatologists do chemical peeling, but it depends on patients skin typing.
When ever go out in sun wear sun screen.
The outcome is very slow.

Thanks for the photos. I have gone through them.
On photograph it does look like Rosacea or an inflamed skin.
It is said to be hereditary or related to ones immune system.
In both cases topical steroid as I have advised you initially may be useful.
Triggers are exposure to sun, very hot and very cold temperature, alcohol and hot and spicy food.
The best way to treat this is to avoid trigger factors. Keep a note of your potential triggers so that you can avoid them in future.
Only use soothing and non irritating lotions.
There is no definitive treatment documented till date.

There are many herbal brands available in the market but the lotion containing Aloe Vera,chamomile, and vitamin A,C and E has been found most useful.
