I have seen the attached picture .
I would like to tell you that the picture quality is not that great . The skin lesions are not very clear. I would suggest you to take some more close up pictures with a better resolution skin camera and upload them here on this page .
Also please tell since when do you have this problem?
Any associated itching or pain?
It would be great if you can attach picture of the biopsy report along.
Are the lesions only over the areas of hand and arms which are exposed to sun , which means the outer aspect of arms.

I have seen the attached pictures .
There are two possibilities that I can think off. The first is an eczematous skin reaction and the second is granuloma annulare . Now this is also essentially a benign skin condition which leads to development of half to full circular skin lesions which in most cases do not itch. The lesions are preferably seen over dorsum of hand and arms. They are mostly harmless and may resolve with topical steroid treatment .
Now since the skin biopsy also did not show any specific changes, so it points more in favor of the above conditions .
For the time being, you can start application of Cortizone 10 cream over the affected areas twice a day . In addition , you need to use a good moisturizer to keep the lesions moisturized.
You can discuss regarding the above possibilities with your treating doctor when you see him next.
