What Do Shiny Spots On Penis Indicate?

Could this be genital warts? These spots don't itch, they don't hurt, and aren't raised at all, they're completely flat. I went to my GP and she prescribed an anti fungal cream as she stated she believes it's a fungal infection but I've been told that fungal infections typically itch.
I'm worried because I'm currently in a relationship and I've only been with two girls in 5 years but I've also read genital warts could pop up at any time. Any help would be greatly appreciated.

Hello and welcome to healthcaremagic
I am Dr. Kakkar. I have gone through your query and I have also looked at the Images. These are not warts.
These 2 spots are different looking. The one that's closer to the base of the shaft has a Dermatitis/Eczematous look. It seems to me a classical Lichen Planus lesion. Lichen planus is usually itchy but itching is a subjective feature.
The other spot is flatter and round/oval in shape. It looks like a morphologic variant of Lichen planus, Annular Lichen planus. There is atrophy (more obvious on zooming the picture, visible as obliteration of skin markings). Annular Lichen planus is common on the genitalia. Atrophy is a feature of annular variant of Lichen planus
I would ask you to upload a few more pictures from the other areas as well, which would help to corroborate my diagnosis.
Treatment of Lichen planus is with topical steroids, which are enough for localized disease.

Lichen Planus
Detailed Answer:
Hi.
Thank for the images.
This is classical Lichen planus. I would suggest you to apply a topical steroid e.g Mometasone furoate cream, twice daily over the affected areas. You might need a prescription for it from your practitioner.
