Brief Answer:
Can be spondylosis or frozen shoulder.

Detailed Answer:
Hello,
Thanks for posting your query.
The pain near shoulder blade with tingling can be due to a referred pain due to cervical spondylosis- degenerative changes in cervical spine or due to frozen shoulder. Mild pain killers vitamin B12 supplements and regular physiotherapy can help in reducing the pain. Do consult an orthopedician for proper examination and prescription medicines needed.
I hope this answers your query.
