Brief Answer:
Need to consult Urologist

Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that your 9 years old son has UTI and was investigated accordingly and his Ultrasound scanning has revealed abnormality like thickening and irregularity of bladder wall .

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Hoes he have to strain while passing urine ?
2) How is his urine stream whether normal or weak?

Irregularity and thickening of the bladder wall suggests that he has bladder outlet obstruction .

Consult qualified Urologist for clinical assessment and get following basic tests done to establish diagnosis
1) Urodynamic study with Cystometry of bladder
2) Micturating Cysto urethrogram (MCU)
3) Endoscopic examination of bladder (Cystoscopy).

Further treatment will depend upon result of these tests and final diagnosis.

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.
