White and red blood cells in urine indicate infection. Bacteria are not always visible with regular urine analysis. Moreover, your stomach discomfort and fever can also be a symptom of urinary tract infection. Other symptoms which can be present are frequent urinating, burning while urinating, back pain.
So you can not say "no infection". To confirm or rule out infection, urine culture test needs to be done.
Waiting for the urine culture test, you should be prescribed with antibiotic. Please also increase mineral water intake and start cranberries supplementation.

My doctor already sent it off to the lab and it came back no bacteria shown. So I'm being referref to a Urologist and im scared i have kidney or bladder cancer. The blood was microscopic. Also show protein

It would be better to give you an antibiotic first (like Ciprofloxacine 500 mg twice a day for 5 days) and after such treatment repeat urine analysis. If after this treatment blood and protein will be still present in the urine, than urologist should be consulted.
Please note that some bacteria stay undetected. It all depends how urine was collected (was it first morning urine?), medicines which have been taken (did you get an antibiotic and after that urine was collected?). And even with proper urine collection, still some part of infection will be undetected.
So please do not think about cancer or kidney problems. It is too early to think about this issues.
My advice, try antibiotic first, recheck your urine.

My first test was in XXXXXXX I had symptoms of a UTI. 4 red blood cells were found so i was given an antibiotic but was later told no uti. I went back in March and it was a trace of 2 red blood cells. But i went for something different. Last week i went back because i didnt feel well and he checked again. This time both red and white cells and protein found. But no bacteria. I assume that's why he referred me. Not sure how it went back to normal then up again.

Still it can be recurring infection. I would not think of cancer at your case. But urologist needs to be consulted indeed. Just as a precaution.
You should be also checked for possible diabetes. Sometimes it is a factor of recurring infections. It can be also associated with intercourse. Please try to urinate right after every intercourse. Start cranberries supplementation and increase mineral water intake.
