I can understand your doubt.
As we discussed earlier,cut-off criteria varies with laboratory.
I quoted my range from authentic e-medicine site.
1 : 40 is not a very strong titer to confirm the disease.
Probably,your laboratory has 1: 40 as cut-off criteria.So,you can rely this.But even then it is borderline value and disease should be correlated by other means like symptoms,physical examination, additional blood work up etc.
