EEG definitely shows electrical activity which is suggestive of seizure activity.Though EEG comments about 'absence seizures',but it needs clinical correlation for establishing the diagnosis.
I need to know about what happens in a typical episode or seizure event to your daughter?Does she have jerky movements of limbs?Does she have loss of consciousness?Does she just stand still,with a staring look?Does she have twisting of neck or frothing from mouth?
So,please provide a good description of a typical episode.
Further,EEG says that some focal lesion needs to be ruled out.So,Did your neurologist advised her to undergo a MRI Brain?If yes,please upload the MRI's report.
Please do the needful and follow-up.

Yes she has many types of different episodes. She has absences where she is staring for a period of time and does not hear anything even when we call her name.
these happen a lot in school and she explains it like her head is a turntable and when it stops she does not feel right. When these happen in school and she comes back , she is disorientated and cant remember what she has been doing.
She also has giggling fits, she starts laughing , usually at inappropriate times, and these can last 3-5 minutes, she seems to lose control over her facial muscles and she pulls strange faces and her tongue seems to hang out when she laughs. she does not realize that she is making faces
Her behavior has regressed in that she acts inappropriately for her age. She is nearly 13 and while in the supermarket with her yesterday, she just starts to dance in the aisles and talk really loudly. Her social skills have been affected.
she has continuous fidgeting with both her hands and finger's and cannot stop it so sometimes she has to sit on her hands to stop .
Finally she is having a lot of double vision episodes also.
She just is not the same girl she was.
She is quite negative now and has talked about not wanting to be here anymore.
She was never like this prior to her accident.
The neurologist here has told me she needs a video eeg and there is a waiting list of 7-12 months, so she is not on any treatment or has not been offered any further appointments.
She appears to be epileptic/should be on treatment/MRI Brain

Please accept my heartiest concerns for you.
I have gone through the clinical details mentioned by you and I am nearly convinced that she has an epileptic disorder with multiple seizure types.
Of course,a video EEG will help in confirming the diagnosis of epilepsy.But,treatment should not be delayed for the wait of video EEG.She should be started on antiepileptic drugs based on clinical grounds.Video EEG confirmation is not a criteria for starting treatment of epilepsy.You need to discuss with your neurologist about it.
Further,'MRI Brain with Epilepsy protocol' needs to be done to look out for any structural abnormality in the Brain as patients with multiple seizure types are often known to have structural causes of seizures.
A Psychiatrist's opinion should also be taken for behaviour abnormalities.
