Your mother is suffering from disc prolapse at lumbar and cervical region. Due to this Disc bulge pressure occurs on nerve roots & radiation of pain and numbness occurs in that dermatotome. Physiotherapy like intermittent lumbar/cervical traction , back and cervical exercise reduces pressure of disc bulge for some time & gives relief.
The following measures will help with the pain
• Lie on a hard bed.
• Anti -inflammatory drugs like Tablet Motrin 1 tablet as and when required ( dont repeat a dose before 6 hours) with food.
• Avoid forward bending.
• Correct the posture while sitting
• Avoid prolonged sitting
• Avoid strenuous activity & lifting heavy weights.
• Apply diclofenac gel on the affected area. Warm compresses will also help.
In case the pain is persistent or is gradually increasing then a surgical treatment may need to be considered. However further physiotherapy will still be needed to retard the further progression of the problem.

I have consulted 2 more doctors and both doctors have suggested exercise is the only cure.
They have not mentioned surgery at all.
Is this on minor level and can be cured with exercise only?

These are age related degenerative changes in spine which keep on progressing if exercise is not done. In later stages surgery might be needed but right now it is best to control it with medicines and regular physiotherapy.

Morning walk is not harmful. The exercise depends on her clinical condition. It is best to consult a proficient physiotherapist for this purpose. The exercise should be started only after the acute pain subsides. Mild traction may be necessary to decrease pressure on nerve roots. Yoga is helpful but should be done only under the supervision of an expert.
