But currently, I do not think this is anything serious and as for the red line, it just looks like a skin reaction to vigorous itching, and nothing more. I would still greatly appreciate to hear from you in order to be more precise on the suspected diagnosis.

I have not shaved that area-it is my arm- and I have not been bitten by any insects. not that season here. winter. very cold.
I have had something similar happen with the red raised bumps that are itchy and have a small head to them on my other arm about a month ago. They went away after a week or so and then new ones would appear. This went on for a few weeks, I went to see my derm and he prescribed an anti itch ointment. they seem to go away for a few weeks until two days ago. I have an appointment for next week that was a follow up to my last visit to see whether a biopsy was needed. My derm couldn't diganose without one but felt as though it was viral and would have to run its course. The red line is what was worrying me. could it be boils?

Yes, I too agree that a biopsy and a comprehensive blood panel may be required to accurately diagnose your condition and the appearance.
As for the red line ma'am, I have looked closely and do not think this should be anything worrying, it is most probably either just due to an allergic reaction or due to itching which shows the clear line like redness, usually caused by a stroke of nail scratch.
As for the possibility of them being boils, the possibility of the bumps being boils is possible, but the red line being related to boils in my opinion is unlikely ma'am. All the more, your current presentation should not be something to worry about too much, I am sure there is a simple underlying cause to it and should be quite easy to help rid you of your symptoms as well ma'am, do not worry.

Based on the description and picture, I feel it is either a manifestation of a simple infection, an allergic reaction or an insect bite (winter can have various insects as well). But nothing serious at all ma'am.
