I can understand your concern. The planum sphenoidale is an area of bone near vision nerves (optic nerve) and pituitary gland. It is present just behind your eyes and roof of nose.

Now coming to meningioma - It is a kind of benign brain tumor (slow growing tumor). It can be a problem by causing pressure on adjacent important structures like nerves and functioning brain area.

Planum sphenoidale meningioma is a bad location meningioma as it is near pituitary gland and vision nerves. In your brother case, it has already caused loss of vision, it must be removed. Surgical excision is the only cure.

As neurosurgery has advanced a lot in recent times, it might be completely excised depending upon size and its extension. Neurosurgeons usually resect it with skull base approach and endoscope assistance.
To know chances of complete excision, either you can send me the images or discuss it with your treating neurosurgeon.

Delay in surgery is not good. It will affect his other nerve and increase in size.
