AS per your requirement below is the details
PSA level is 8.67
MRI shows no metastasis.
also bone scan is not availble in XXXXXXX J&K XXXXXXX as per my understanding
without bone scan you may not start treatment keeping into account non availibility of BoneScan in XXXXXXX what further you suggest any outside institute where we may further go for treatment.

Brief Answer:
Hello dear. A Bone scan should be done
Detailed Answer:
Hello dear. either a bone scan or a petscan is must as treatment will differ in a localised disease and metastatic disease. If it is localised, then radiation therapy plus orchiectomy(removal of testes) or surgery can be a reasonable treatment option. I fit is metastatic disease then orchiectomy plus chemotherapy will be the treatment.
Thanks and regards
