Even though a sole PSA number of 3.1 is not very significantly high to indicate a biopsy by itself, an abnormal digital prostate examination would be an appropriate indication for it. As it is a subjective finding , there is no harm in going for a second opinion from another Urologist for your own confirmation and satisfaction, although this finding of the first urologist whom you already consulted might also be a correct finding. I wont be able to tell you the place where to consult being from a different part of the globe, but so far as my knowledge goes, maximum work and research is being done at Mayo clinic on overall medical science.
