Detailed Answer:
Hi,
Thanks for your question.
Noted your concern.
Your HbA1c is in the pre-diabetic range.
But Fasting plasma glucose level more than 125 denotes diabetes.
I may suggest you consult nearby diabetologist for detailed physical examination.
Depending upon physical examination and family history of Diabetes use of metformin may be suggested.
Also, there is a need for weight reduction and calories restricted diet irrespective of your diabetic or pre-diabetes status.

Brief Answer:
Insulin resistance.
Detailed Answer:
Fasting blood sugar level depends upon sugar production by liver which full fill glucose requirement of body in the absence of external intake.
Post-prandial blood sugar level depends upon glucose utilisation by body organs especially muscles.
Both these mechanisms are regulated by insulin.
Resistance to the action of insulin which is responsible for development of abnormal blood sugar levels.
Variable insulin resistance at two different levels (liver & other organs) is responsible for higher Fasting blood sugar level than post-prandial blood sugar level.
Hope this helps.
