Question: Does this look like the orange peel skin associated with breast cancer? Its on both breasts. I feel like ive had it forever but im really worried about it.

First and foremost let me reassure you, there is definitely no cause for concern.

The small tiny depression you see on both of your breast are normal hair follicles.
The orange peel appearance is seen in advanced breast cancer, in which due to cutaneous(skin ) oedema ( it occurs due to blockage of lymphatics) the hair follicles appear depressed below the surface with surrounding oedema.
You clinical picture is definitely not due to it as there is no oedema.

Following are the reassuring things
1. As you mentioned the appearance has been there since very long, it is very much normal finding in many breast. Peau De Orange or Orange peel appearance is sign of advanced breast cancer, and it is unlikely to static.
2. Your young age is against diagnosis
3. Your clinical photograph looks absolutely normal.
