Hypoattenuation means density of lesion is less than brain parenchyma.
Hypoattenuation(Hypodense) lesions may be due to many reasons. It is seen in lesions due to ischemia(decreased blood supply),gliosis, some brain tumour etc.
You have focal area of white matter hypoattenuation and irregularity in right parietal white matter means there is hypodense lesion in mentioned part of brain associated with irregularity.
As already suspected in CT Scan report,lesion may be due to ischemic changes that involves small blood vessels.
There are many reasons for involvement of small blood vessels like hypertension, diabetes mellitus, altered lipid profile,vasculitis etc.
So, you need proper clinical examination and blood investigations.
Investigations include routine hemogram,RBS,Lipid profile,LFT,RFT,Ultrasound of abdomen.
If there is any physical problems, it should be treated.
