I read your question and i understand your concern. Tumor is a term for local masses of malignancy . It can be benign or malignant . However we dont use the word tumor for blood. If we suspect malignancy common terms is leukemia .

I have a 1 inch to 1 1/2 inch on my right back shoulder. The same side I had breast cancer. It never heals up

A mass of an inch and a half on the back of the shoulder followed by a breast cancer surgery should be evaluated and biopsied for histopathology. It could be a benign tumor like lipoma or any other soft tissue tumor. Its not related to blood. if its near shoulder, there are lymph nodes there and that can get enlarged as well and in that case it will still need histopathological evaluation to sort out.
Nutshell, get this non healing lump examined, biopsied and then wait for histopathology report, That will decide future course of treatment.
