I have had the rash a couple of hours. I didnt know it was there until i happened to look at my arm, and then i checked the rest of my body and discovered that my thigh was effected. It itches, and definitely persistent. Now my back and other leg have the hives. My blood sugar is fine and I'm not on medication. The clothing is not new. I think the bumps are insect bites.

As per description and details, the most likely diagnosis is papular urticaria.
It is an allergic response of the body to the antigen in the blood due to the bite by an insect/mosquito.
I usually prescribe my such patients a combination cream of antibiotic and moderate potency steroid (like Momate F cream) to be applied twice daily over the lesions for 7-10 days.
Additionally you may take tablet levocetrizine/fexofenadine in night time.
