6 Year Son, Scratching Eyes, Itchy. Taking Light Medication, No Results. Treatment?

My 6y.o son keeps scratching his private area. I looked & there doesn't seem to be a rash. Is it then just a habit? My husband & I get upset with him and he says "it's itchy". We've tried Gold Bond extra medicated anti itch powder and didn't work. Help! It's really embarrassing as well as annoying as a mom to keep seeing.

He is suferring from allergy, you should give him steam inhalation , put olive oil with help of cotton in the nostrils and ise xylometazoline nasal spray alongwith an antihistamine eye drops after consulting your doctor.
