An Ultrasound Revealed Low Lying Placental Previa, Distance Of 2.3cm

An ultrasound revealed low lying placental previa, distance of 2.3cm from os, same distance as a month ago. I'm now 30 weeks and have been spotting blood every few days since 24 weeks. My doctor says it's perfectly safe to deliver vaginally full term. (I've read c-section at 37 weeks is safer.)

Is my doctor correct that it's perfectly safe?
