Are Numbness And Swelling Near The Site Of Incision Post Removal Of Tumor Permanent?

Hi, I had a minilaparotimi 5 weeks ago to remove a durmoid tumor. Above the incision sight my skin is still numb, about 2 inches above, and spans the width of the scar. Also the skin above the scar is still swollen and bulges like a shelf. Are these 2 symptoms permanent? If not, how long until they go away?
