Are Tender Perineal Skin Due To Fungal Infections?

My perineal skin looks like tender/fresh skin, light pink in colour, and hurts when stretched or soap is applied. There is no swelling or bumps or fluids present. My dermatologist diagnosed it as a fungal infection and suggested Sertaconazole. Is it a fungal infection?
