At The Base Of The Skull Where It Meets The

At the base of the skull where it meets the neck, there are two symmetrical boney bumps that have the tendons connecting. I have been having problems with headaches that feel like pressure in my head and numbness on the back and top of my head. The right side of where the boney part of the skull and neck meet is sore, which I believe to be causing the headaches. Could this be tension headache or neck issues?
