Dermatologist 's  Response
Hello,
Welcome to health care magic.
From your description, it seems to me that your baby may be having mild eczema or a heat rash. You could try applying a calamine based lotion twice day. Also moisturize the skin twice a day with a good moisturizer. Please consult your pediatrician for the cold hands as it is important to rule out internal problems.
Hope this helped you.
Take care.
