Both Of My Legs Always Feel Like They're Bruised. Primarily

Both of my legs always feel like they're bruised. Primarily on the outside, especially on the outside of my knees, thighs and calfs. There is never discoloring and even just a light "walking" of my fingers is quite painful. I have brought this up to my orthopedic specialist when my lower spine got diagnosed with degenerating disc syndrome, however he skipped over the complaint. I drink a lot of water, use ice, take ibuprofen and do gentle stretches daily to be able to function from my back pain. Could the sensation in my legs be caused by my back issues or could it be something more?
