Can HIV Be Transmitted Through A Non-penetrative Intercourse?

I rubbed and poked my penis on her while she still had her underwear on. I later realised my penis had a tear and was bleeding, probably due to rubbing on her underwear. Here are my questions 1. Can HIV be transmitted through this, in case her secretions passed through her underwear into the tear on my penis? 2. What risk does this pose to me?

Unprotected sexual intercourse can lead to transmission of HIV infection and other sexually transmitted infections.
It is not possible to confirm or rule out the transmission of infection in your case.
In case, any one of the partners is positive for HIV, then both the partners should get HIV testing.
