Can STD Be Transmitted By Touch?

I have read from several physicians online that you cannot get an STD from a lap dance with clothes on even if you touch the girl. How do you reconcile that with CDC comments that scabies can be easily contracted from touching....what is prolonged contact? A 20 minute lap dance???
