Can Congestive Heart Failure Be Prevented?

how can i reduce the risk of congestive heart failure- i have swollen legs just above the ankles, and patches of red discoloration in the general area. hard to stand up sometimes 59 years old wow! I just saw that I have to pay for this. Believe me, if i could do do, I would, but i just don t have the wherewithal. There is no way I can pay the $15, or anything. I guess I will wait, and just go to the emergency room Thanks

For leg swelling the following workup done.
-Serum albumin
-Serum total protein
-Serum glutamic pyruvic transaminase (SGPT), Serum glutamic oxaloacetic transaminase (SGOT)
-Urea, creatinine
-Electrocardiogram (EKG)
-Blood pressure measurement
These investigations helpful in finding out cardiac, liver, kidney pathology, hypoproteinemia etcetera like condition.
