Can Constipation Cause Anus Hemorrhoids?

dear sir iam 35 5.7 male had ulcer oprerntn when i was 13 due 2 over eating of pani puri and from 5 to 6 yrs i hv constipation prblm there was skin type at the tip of my anus nw a noodle lyk single has appeared so pls suggest me n i dnt hve any pain
