Can Having Non Penetrative Sex With A Person Of Same Sex Cause HIV Infection?

Hello. A little over a month ago, I did a stupid thing. A guy asked me to follow him in to the bathroom, and I did. He asked to touch his penis, and I did. He ejaculated and I don t know if any of his semen got on his hand or not, but then he touched my penis for about 20 seconds. I was wondering if it is possible to me to have acquired an STD from this. I don t think any of his semen went up my urethra, but I don t know. About 1-3 weeks after this, I got a rash on my chest and underneath my left arm. It went away within a week. I have not had any other symptoms that I am aware of. Do you think that I may have HIV? Thank you.
