Can Hypothyroidism Occur Despite Having Normal TSH Levels?

Hi. I have suspected having hypothyroidism for quite a while now due to symptoms such as weight gain, high cholesterol despite a healthy diet, missed periods, dry hands and brittle nails, often find it difficult to concentrate on things etc. My results last year were TSH 1.6 (0.4-4.0) and free T4 10.5 (10-21), however the doctor said I was fine as I was in range. I got tested again and the results this time were TSH 1.35 and free T4 9.4, so now below range. Is it possible that I have hpothyroidism depite having a normal TSH?
