Can Melacare Cream Be Replaced By Other Medicine?

my mom is using melacare cream and recently we get to know that its a steroid....and our current doctor said that as she has started using it,,she can t stop using it like other steroids and move to other medicines....can t she stop using it and get some other medicine?
