Hi thanks for asking question.
According to history given by you your brother having difficulty in head movement. So it seems to be congenital torticollis in which unilateral mostly sternocleidomastoid muscle involved.
This disease can be genetic according to some study but no clear cut evidence present regardin whether it is genetic or not.
Usually it is diagnosed within 2 month of life.
I hope i have solve your query

Hi thanks for asking question in HCM.
your biological father have difficulty in turning neck to one side that might suggestive of torticollis like condition called wry neck.
In this condition sternocliedo muscle is damaged.so difficulty in turning neck.
Your father's muscle might be damaged while birth.Injury in birth canal can also lead to it.
So this condition can be congenital. But let me know you the fact that its genetic etiology not well established.
