Can Touching Penis After Touching Vagina Cause HIV?
In a massage parlor, while massaging, the lady was climbing over me and during this her vagina touched my penis 2-3 times (for very short durations of 15-20 seconds).
After a pause I also played with her vagina for 1-2 minutes.
The she just fondled me with her hand and kissed me on my chest etc.

I would like to advise you that touch with the intact skin won't cause HIV. But touch with the abrasion part will cause HIV. The scenario in which you mentioned that you touched the penis to the vagina for a short duration won't let you get HIV. But even before thinking about such a situation I would like to advise you a screening rapid test of the girl with whom you got intimated because if she is nonreactive, there is no point of worry for you. But overall by the description of your play, I can say there is a very subtle change of getting HIV.

The virus of HIV appears to concentrate in the seminal fluid (when you were excited there was secretion of seminal fluid from your penis). The virus has also been demonstrated in cervical smears and vaginal fluid (in the female when she was climbing over you).
There is a strong association of transmission of HIV with fluid secretions both from vaginal as well as seminal fluid. As you were fully in contact with the lady. You were at risk. Now get in Nucleic acid amplification( NAT) test (Western blot), a rapid antigen-antibody test for HIV confirmation.
