Can Unprotected Oral Sex Increase The Risk Of HIV?

On Monday, I received unprotected oral sex from a man at a bathhouse. I did not notice any blood in his mouth and the episode lasted about 1 minute prior to my ejaculating in his mouth. While washing afterwards; however, I did notice that I had some pinpoint hemorrhages under my foreskin (I am uncircumcised and upon inspection, the blood was under the skin with no obvious breaks in the skin or active bleeding- they faded and disappeared later that evening) and I am concerned about my risk for exposure to HIV (I am unsure of his status, though he did say he was negative) and am wondering if PEP is warranted.

Let me explain about oral sex and HIV infection .
Although HIV can be isolated typically in low titers from SALIVA of a small proportion of infected individuals ( in your case according to man he was HIV free ) , there is no convincing evidence that saliva can transmit HIV infection by kissing or oral sex.
Oral sex is a much less efficient mode of transmission of HIV infection .A number of studies have been reported that the incidence of transmission of infection by ORAL SEX among couples discordant for HIV is extremely low;indeed one study reported NO cases among 239 men whose only risk was receptive oral intercourse where 28% knew that their partner was HIV infected.
You know that in spite of this that there was HIV infected but even with oral sex there was not any HIV infection contamination reported .
So in your case there is no chance of getting HIV infection by you.
But still you are in stress so get in p24 nucleic acid amplification rapid test for your satisfaction as this will relieve your tension.
