Could A Bug Inside The Skin Be Causing The Itchy Rash On The Shin?

I have a rash like lesion on my shin area. It seemed like it started as a bug bite. it is very itchy and as I have scratched it it has spread. I have been using gold bond powder for the itchiness to keep from scratching it. It almost seems like there is a bug under my skin that keeps it active. I think I got it while walking the beach in TX.
