Could Itchy Arms And Legs With Bright Red Marks After Scratching Indicate Eczema?

Hi, for a while now my arms and legs are always itchy, sometimes i even get bright red marks after i scratched, it depends on how itchy it is. I am worried that it's to do with eczema because they itch all the time. After i scratch i feel better then it starts again about 5 minutes later. I know this is not to do with my body being hot because it has happend hot and cold weathers. I would love it if you could suggest and reasons of what thia could be.
