Could Low T4 Level Be Due To Hypothyroidism?

My Thyroid Stimulating Hormone with Free T4 reflex level came back at 0.14. I understand normal levels are 0.3-5.0. Since mine is low is that Hypothyroidism? My doctor told me he just wants to treat my symptoms which are high bp and pulse and put me on Metoprolol. Is this the standard of care? Thanks
