Could Non Spreading Rash On Lower Abdomen Be Genital Warts?

Hi my son has a rash on his lower abd. for about 3 months it hasn t spread and he doesn t have it anywhere else. I took him to a walk in clinic, and it looked at it and said he has genital warts, he doesn t have any on the other part. Can you tell this just by looking at it...
