In fact all the facts in your narration are supporting the diagnosis of 'no pregnancy'.
You had unprotected intercourse; may be with little insertion. Though he did not ejaculate in your vagina, there is always a possibility of deposition of pre-ejaculatory secretion (precum) unknowingly in the vagina. Precum does contain some sperms which are capable of fertilizing an ovum resulting in pregnancy. This intercourse was 5 days after your
menstruation, which is just on the borderline of fertile window. However, within 24 hours you have consumed
Plan B pills. These pills are very effective in avoiding pregnancy when taken within 72 hours of the unprotected intercourse. You have done so.
Moreover, you have got menses after three weeks, which is very close to your expected menses. In fact missing a period is the first cardinal symptom of pregnancy, which you have not.
And finally, your both the urine tests were negative for pregnancy.
So madam, rest assured; you are not pregnant.
