Could Rashes On Face Of Infant Be Due To Being Introduced To Cow's Milk?

My 12 month old baby has developed a pimple-like rash on his face. We just introduced whole organic cows milk
about a week ago. His formula he has been consuming since he was nine months old is milk based so I am wondering if it is a reaction to a different milk protein in the organic milk.

When the feeds come in contact with facial skin, there is sometimes minor allergy reaction causing such rash.
Wiping the feeds and residue from the face using baby wipes will be helpful.
the baby will slowly get desensitized.
