Could Recurring Clusters Of Red Fluid Filled Bumps In Public Area Suggest Herpes?

I have clusters of red fluid filled bumps that appear in the pubic area. They keep coming back and sometimes new clusters form before the others heal. This has been going on for ten months and I ve had about three outbreaks a month. Could it be herpes, herpes zoster or something else?
