Could Severe Pain Be Due To Reduced Dosage Of Oxycontin?

I live in Sarasota Florida- my husband has rsd -crps and had has for several years. The doctor he was seeing in the past prescribed oxycontin 30 mg (not timed release) 6 times a day. This Doctor retired and he is now seeing a new pain specialist who reduced this to 3 oxycontin per day. He says this is a florida state law maximum. He was wiling to give him 40mg CR but insurance does not pay for that. He is permanently disabled and on workmens comp. The new doctor also added methadone which seems to have no positive results. He rarely leaves the house and is in obvious pain constantly. Is there state laws that restrict the dosage. When he was taking 6 a day he could at least function now he can barely walk
