Could Small, Pale Pink Blotches On Chest And Stomach Be Eczema?

Hi, I'm 20 years of age, and I've had small pale pink blotches just below my chest and faintly down the middle of my stomach. It gets more noticeable when I'm warm for example after a shower or exercise. However they are always there and never disappear. Is this just a heat rash or some kind of eczema? Thankyou
