Could Small Red Patches Around The Ankles Be Caused Due To Varicose Veins?

My dad has small red patches around his ankles on both legs. He s on blood thinners, cholesterol meds, invokana, and metformin. He s also complaining about pain from varicose veins. Would the red patches that look like a rash be caused from the varicose veins? He was told it was related to the veins but I didn t think that was the reason.
