Could Weakness In Left Side Of Body Along With Pins And Needles Be Symptoms Of Stroke?

My wife appears to have had a small stroke apprx 60 days ago. She says that her left hand & lower leg & foot are weak-numb & tingly-pins & needles and cold. Does this sound as though she may have had a stroke? BTW-she will not go to the doctor-as not for 40 yrs +. She cannot exercise as her feet both hurt and feels like tight rubber bands. Will she be able to reverse this? What could she do? It appears that circulation is an issue. Would a vasodilator have potential to help?
