Do T4 Being 5.5mcg/dl And TSH 3.59mcunit/ml Suggest Hypothyroidism?

My daughters lab results came back as the following....
Only completed labs are shown. Results in red indicate results outside the reference range.

T4 (Thyroxine)     5.5     mcg/dL     4.7–12.4
TSH (Thyroid Stimulating Hormone)     3.59     mcunit/mL     0.7–5.7
T4 (Thyroxine), Free     0.77     ng/dL     0.8–1.9

I see the t4 is low.....is the tsh considered on the higher end....and does that mean hypothyroidism?
