Does Thoracic Outlet Syndrome Causes Numbness In The Tongue?

My husband has advanced thoracic outlet syndrome. He caught the flu and is now having blurred/double vision and also complains of his tongue feeling numb. His fever just broke but the numb tongue is still there. I'm also noticing he's having a hard time pronouncing words. Is the numb tongue symptomatic of the flu or TOS or something else?
