Does Blocked Nose, Eye Sting, Trouble Breathing Indicates Sinusitis?

For the past week or so I have had a very blocked nose; when I blow into a tissue it does not come out and I have to physically scrape the hard mucus out with a tissue. My whole nose is very painful to touch, my eyes sting, and I am severely struggling to breathe. Apparently this may be the signs of sinusitis?
